Governance is the rule for changing the rules. If that rule is private, the protocol has a hidden center. ROOT Protocol keeps the argument readable.
RFC
A change to the public text is proposed as an RFC: a number, a problem, a proposal, the reasons, the risks, and the alternatives. People can read it before anyone calls it accepted.
Roles
A maintainer can edit, version, and publish. A maintainer cannot declare a question closed because the disagreement is inconvenient. Founder is a historical fact and a maintenance role. It is not a philosophical office.
Fork
If you cannot get a change accepted, you may publish a fork with its own name and its own record. The original does not get to call that theft of the truth. An open protocol that forbids exit is no longer open.
